THE OPPORTUNITY:
ActBlue is seeking a Director of Engineering to lead our Data Science & Engineering department in order to foster a data-centric culture through building teams, infrastructure, systems, and services that facilitate organizational insights and power data driven product experiences.
The Data Science & Engineering department encompasses ActBlue’s entire data function from providing data analytics and reporting services to building and maintaining our data warehouse and ETL infrastructure. The Data Science & Engineering department is central to ActBlue’s ability to turn our data into a critical advantage for Democratic and progressive grass-roots fundraising.
WHAT YOU WILL DO:
- Collaborate with leaders across the organization to develop and execute on a data strategy inline with ActBlue’s near and long term goals.
- Foster a data centric culture by upleveling our ability to make data-informed decisions and build best in class data products.
- Identify new opportunities to deploy data science and analytics capacity in service of our mission.
- Oversee our Data Science, Data Analytics, Data Engineering, and Data Platform teams.
- Guide the evolution of our data systems, tools, and architecture to meet the organization’s needs.
- Ensure high-quality communication and a stakeholder-centric approach between our data teams and their internal customers.
WHAT YOU BRING:
- 8+ years or equivalent in successfully managing and leading Data teams.
- 2+ years of leading Data organizations of size 20 or more.
- Expertise in the use of data science in strategic and operational decision-making
- Expertise in statistics and quantitative analysis.
- Expertise in data security and compliance.
- Strong familiarity with Data Engineering, Data platforms, and tools for high performance big data infrastructure.
- Strong familiarity with implementation and use of experimentation platforms.
- Familiarity with training and deployment of machine learning models.
- Effective cross-functional collaborator who can effectively partner across business functions to understand needs, manage expectations, and oversee joint projects
- Outstanding stakeholder orientation and a strong desire to be of service.

- Background or experience in electoral politics and/or the political technology space
- Previous experience in payments, b2b, and/or two-sided marketplaces
- Background in analytics and reporting

LOCATION AND COMPENSATION:
This posting is for a full-time, remote, salaried position. Job Description
Cognosante is seeking a highly skilled and experienced Technical Manager to join our team. As the Technical Manager, you will play a crucial role on behalf of our client, a state Medicaid agency, in overseeing the development, design, and implementation (DDI) of an Enterprise Data System (EDS). You will be responsible for leading and directing the DDI project team, ensuring successful project delivery within the allocated timeframes. This position requires strong technical expertise, project management skills, and the ability to effectively communicate with stakeholders at all levels.
Key Responsibilities
- Oversee the development of the EDS, ensuring adherence to project requirements and technical specifications.
- Direct and lead the DDI project team, providing guidance, support, and mentorship to team members.
- Provide regular project updates to stakeholders, including project status, milestones achieved, and any potential risks or issues.
- Complete and submit performance and status reports as required by the Agency.
- Manage EDS technical schedules and deliverables, ensuring alignment with project timelines and goals.
- Serve as a member of the Change Advisory Board (CAB), actively participating in change management processes.
- Manage data mapping and/or conversion activities, ensuring accurate and efficient data transfer between systems.
- Monitor resource utilization and team integration, optimizing productivity and fostering a collaborative work environment.
- Deploy corrective action processes when necessary to address project issues and ensure project success.
- Provide bi-weekly status reports to update stakeholders on project progress and any upcoming milestones.
Required Qualifications
- Bachelor’s degree in computer science, information systems, or a similar field; or equivalent work experience as listed in the Minimum Required Experience.
- 8+ years of experience managing Medicaid or Major Health Care Payer projects, demonstrating a strong understanding of the healthcare industry and related technologies.
- 6+ years of experience as a Technical Manager, preferably in datacenter or infrastructure-type projects.
- 6+ years of experience with implementation and operations of technology deployments relevant to the proposed solution.
- Working knowledge of Medicaid Transformation Initiative, Medicaid Information Technology Architecture (MITA) 3.0, and the CMS Seven Standards and Conditions

About the Role:
