Essential Job Functions (Job Summary):
The Program Officer II reports to the Project Director and collaborates with project teams and the Office of English Language Programs (OELP) to coordinate OPEN’s online course delivery activities. The Course Delivery Coordinator supervises enrollment management tasks, monitors partner agreements, analyzes enrollment and completion data and contributes to reports, and supports program planning and proposal development.

Accountabilities:
Programmatic Management/Support

  • Leads support activities, guiding Program and Technical Assistants to ensure that approaches align with proposed retention and support strategies. Leads weekly meetings to review calendars, work plans and upcoming tasks.
  • Designs procedures for managing technical and participant support requests.
  • Develops or provides input on calendars, work plans and RACIs incorporating nomination, registration, orientation, and course start and end dates for four terms per year.
  • Coordinates backend administration of enrollment management workflows in the OPEN portal: opens and closes terms and sets top-level allocations. Monitors nomination progress in collaboration with OELP.
  • Contributes input on improvements to OPEN systems or the development of new workflows and reporting capabilities in collaboration with project team. Maintains user guides.
  • Analyzes enrollment data for internal and external reporting.
  • Coordinates quarterly reviews and updating of orientation curriculum; serves as the lead facilitator for orientation course delivery, training other assigned staff.
  • Develops agendas and presentations including nomination and registration webinars, term startup calls, and graduation events.
  • Assists with the recruitment and onboarding of new hires, as needed.

Programmatic Administration

  • Assists with ensuring that document management sites are use appropriately by members of the project team assigned to support course delivery.

Business Development and Proposal Management Support

  • As requested, writes specific parts of proposals such as participant support and retention plans. Contributes to small bid proposal development.

Finance Support

  • Drafts and/or reviews drafts of sub-award packages for submission and approval of Contracts Management Services.
  • Manages the pre-award assessment process by collecting relevant documentation and coordinating completion with project and Finance team.
  • Reviews purchase orders in the finance system of record. Reviews expense reports prior to management approval and tracks receipts against obligations to assist with quarterly accruals.
  • Liaises with subcontractors to monitor task completion and coordinate submission of reports.
  • Other duties, as assigned.

Education: *

  • Bachelor’s Degree or its International Equivalent Communications, Education, Social Sciences, International Development, Human Development or Related Field.
  • Project management certification preferred.

Experience: *

  • Minimum 4 years of progressive experience with project management principles and practices and prior work experience in a non-governmental organization (NGO), government agency or private organization such as a university or college.
  • Experience using student information databases and learning management systems required.
  • Strong data analysis skills required.
  • Experience with Costpoint, Microsoft Teams and SharePoint, and Google products preferred.
  • Articulate and professional and able to communicate in a clear, positive fashion with a variety of audiences.
  • Must possess strong capability to coordinate multiple projects with overlapping timelines, use good judgement to develop and refine processes, and efficiently tackle problems.

We are currently seeking qualified candidates for the position of Project Finance Manager working to support projects within FHI 360’s Emerging Infectious Diseases and Health Security (EIDHS) division.

  • Coordinates financial/accounting operations, including overall financial monitoring and support/mentorship to relevant teams and project staff, to ensure the fiscal well- being of the projects.
  • Could serve on multiple projects at one time.
  • Provides financial management, conducts analyses of financial data, provides budget to actual analyses for project funds, and prepares required reports to funding agencies to ensure compliance with the donor’s requirements.
  • Oversees sub award management and responds to inquiries and assist in trainings.
  • Carries out project finances to proactively guide and support respective financial success by providing high level analytical expertise, implementing business strategies, and developing strong customer relationships.
  • Analyzes financial data and reports to determine accuracy and completeness.
  • Compiles data and prepares division and project financial reports.
  • Reviews and processes final cost objective requests.
  • Provides analysis and business modeling support on pivotal initiatives for senior management and field operations.
  • Responsible for analyzing performance trends, modeling complex business decisions, tracking performance and communicating results.
  • Ensures and provides financial expertise, critical thinking, and customer service.

Accountabilities

  • Has basic knowledge of applicable financial and accounting statutes and regulations, including the Generally Accepted Accounting Procedures (GAAP), Code of Federal Regulations (CFR) and Federal Acquisition Regulations (FAR)
  • Monitors day to day financial operations for project(s) within the EIDHS division to include budgeting, financial reporting, forecasting, and variance analysis
  • Develops, maintains, and improves on financial tools and templates
  • Creates, reviews, and processes project budgets
  • Assists the Business and Operations Manager in creating and managing division forecasts and budgets
  • Supports the establishment of financial internal controls and project governance
  • Performs project finance analysis, ensuring work plans are adequately budgeted
  • Supports the management of division financial monitoring and reporting systems
  • Provides support for field programs by conducting live meeting training on financial systems and processes
  • Manages sub recipient financial report for assigned country offices by reconciling US based sub recipients with general ledger accounts
  • Reviews and analyzes sub award tracking system, managing US partner payments
  • Serves as subject matter expert for project finance and may lead teams on complex issues
  • Has in depth technical and administrative knowledge and is able to defend analyses to management
  • Helps to ensure compliance with FHI 360, donor and accounting policies and regulatory requirements
  • Develops and reports out on monthly financial analysis of project(s) and other presentations, as needed.

Education and Experience

  • Bachelor’s degree or its international equivalent in business administration, accounting, finance, or a related field.
  • Minimum of eight years of dynamically responsible financial analysis and pricing experience in an international nonprofit and/or government contracting environment
  • Demonstrated team leader experience in finance department preferred
  • Fluent in written and spoken English; French proficiency will be an advantage.
  • Prior work experience working for a USG award.
