Overview
The Deputy Director of Program Management will directly support the Director of Program Management in overseeing the successful execution of contracts and programs. This role involves managing multiple teams across different projects, ensuring contract deliverables are met, and fostering strong relationships with both internal and external stakeholders. The Deputy Director will play a crucial role in maintaining the operational excellence of the program management office (PMO)
This individual will be responsible for managing day-to-day operations of the program management office, ensuring compliance with government contracting requirements, and supporting business development initiatives. The ideal candidate will bring 10+ years of leadership experience in program management, a strong background in government contracting, and the ability to work in fast-paced, high-stakes environments.
Work Schedule and Location:
Remote: This full-time remote position will work Monday through Friday.
Responsibilities
- Program Management: Assist the Director of Program Management in overseeing the planning, execution, and completion of complex government contracts. Ensure that all program objectives, deliverables, and milestones are met on time and within budget.
- Team Leadership: Manage multiple program management teams, fostering a culture of collaboration and excellence. Provide guidance, mentorship, and performance management for program managers.
- Contract Compliance: Ensure that all contract requirements are met in accordance with federal regulations, including FAR/DFAR compliance and any specific client or project-based contractual obligations.
- Risk Management: Identify and mitigate risks associated with program execution and contract deliverables. Develop and implement contingency plans to address potential risks or issues that could impact program success.
- Performance Reporting: Regularly report on program performance to senior leadership, highlighting key metrics, challenges, and opportunities. Ensure timely delivery of all internal and client-facing reports.
- Compliance and Quality Assurance: Ensure adherence to quality standards across all programs. Lead or participate in regular program audits and reviews to ensure compliance with contractual and regulatory requirements.
Qualifications
Qualifications:
- Experience: Minimum of 10 years of leadership experience in program management, with a strong focus on government contracting and contract deliverables. Experience managing multiple teams across large, complex programs is essential
- Education: A bachelor’s degree in a relevant field is required. An advanced degree (e.g., MBA, MPA, Public Policy, etc.) is highly preferred
- Certification: PMP (Project Management Professional) certification is highly preferred
- Clearance: Top-Secret clearance is highly preferred
- Skills:
- Excellent communication and interpersonal skills, with the ability to manage relationships with clients, contractors, and internal stakeholders
- Strong problem-solving and risk management skills
- Proficiency in project management tools and software (e.g., MS Project, SharePoint, PowerBI)

About the job:
Projects will primarily be located throughout the State of Louisiana. There is opportunity to work with Waggoner’s other 18 offices located throughout the Gulf Coast states. Occasional travel to project sites and/or other Waggoner offices can be expected. This is not a field office position.
Summary/Objective:
To provide quality planning, design and technical assistance to management and other members of design team in delivering projects within budgetary and time constraints.
The blend of experience required to fulfill this position includes roadway design, project management, and business development. We are seeking a skilled designer/engineer with a track record of success in roadway design, project and team management, and serving as a client liaison as it relates to business development.
Essential Functions:

- Performs engineering analysis and design (2D and 3D) for roadways, intersections, and related infrastructure, including new construction and rehabilitation.
- Understands and applies principles of roadway engineering in accordance with LaDOTD and local municipality design guidelines.
- Understands and applies principles of traffic signalization to design of roadway and intersection improvements.
- Performs analysis and design of stormwater management facilities for roadway drainage.
- Prepares construction plans, specifications, and contract documents for contracting and bidding of construction projects.
- Performs construction phase engineering, including periodic on-site reviews, in collaboration with Construction Services team.
- Understands typical roadway constructability areas of focus, including multi-phased construction and traffic sequencing and the associated impacts to other roadway design components.
- Maintains and documents written and verbal communications with clients throughout the development and completion of a project.
- Conducts project status review with project manager and team members, checking accuracy of work completed, and monitors timeliness of project completion.
- Prepares engineering studies and reports.
- Provides technical guidance and training to members of the project team.
- Prepares project design using sound engineering principles, engineering software and tools.
- Assists Project Manager in assuring quality control procedures are performed.
Supervisory Responsibility:
This position will supervise roadway project managers and design staff. Candidates will collaborate with engineering and CADD staff for plan production and report directly to the company-wide Transportation Director.
Work Environment
This leadership position operates in a professional office environment. The candidate will work hand-in-hand with management, project managers and production staff to deliver roadway plans and specifications.
Requirements:
Required Education:
- Bachelor’s degree in engineering is required.
- Licensure as a Professional Engineer (PE) in Louisiana, or PE in other states with the ability to be licensed in Louisiana.
- Certifications such as PTOE and Traffic Control Supervisor a plus
Required Experience:
- A minimum of 8 years of roadway and related design and management experience as a licensed professional engineer in responsible charge is required.
- Project design and plan delivery experience for LA DOTD projects is required. Similar experience with local municipalities or other Gulf Coast state DOTs will be considered.
- Project management and staff/resource management experience is required.
- Knowledge and practical application of roadway engineering technical resources such as AASHTO Green Book, Roadway Design Guide, MUTCD, and LA DOTD design manuals and EDSMs are required.
- Design experience in AutoCAD Civil 3D and/or MicroStation are required. Experience with OpenRoads or Inroads software is a plus.
- Advanced knowledge of MS Office including Word, Excel, PowerPoint, and Project.
- Experience with ProjectWise and Deltek software packages a plus.
- Superior communication skills and in-depth knowledge of company products and operations.
