Job Overview
GovCIO is seeking a highly experienced technical architect/strategist to support the Department of Veterans Affairs (VA) Office of Technology (OIT) Health Services Portfolio (HSP) PMO. You will work closely with senior managers of our customer other architects, business customers, and functional consultants to develop strategies to optimize current and future IT investments and solutions. This includes continuing a comprehensive review of the current state architecture of the customer’s IT systems, assessment of the current vision and plans, and maintaining a future state enterprise IT architecture as conditions change. You will lead a small team of Solution architects and other technical staff. You will use current information as well as your domain knowledge, skills, and experience to analyze information and implement proactive and consultative approaches for managing the Products. The environment is dynamic and client needs are evolving; flexibility and forward-thinking views are important for success.
Responsibilities
- Quickly develop a holistic view of the organization’s current IT architecture, business operations, in-flight technology modernization initiatives and future plans
- Build a trusted advisory relationship with the customer’s Technical Director
- Build/augment technology roadmaps and runways that align with higher organizational strategies and vision
- Manage and track technical data across products and teams for easy inquiry and in support of data calls
- Support and defend the Intake process for new work and change requests
- Leverage GovCIO resources across programs
- Monitor/interpret technology memos/policies/directives from higher leadership and recommend approaches
- Express and defend personal/team dissenting opinions with clarity and diplomacy
- Proactively and insightfully report/document delivery of value
- Lead a small team of Solution architects and other technical staff
Qualifications
Required Skills and Experience
- Bachelor’s degree in Business, Computer Science, Engineering, or other related scientific or technical discipline
- 15 or more years of experience managing and providing technical development for complex IT organizations, large and small.
- Additional years of experience can be substituted for a degree
- Mature written, verbal, and visual communication with sensitivity to the perspectives, limitations, and needs of different audiences
- Demonstrated technical management experience
- Ability to distill/optimize/simplify complex concepts, diagrams, and reports for consumption by different audiences

- Well-versed in DevSecOps culture, processes, measures, and tooling
- Experience in Visio and PowerPoint
- Experience in the design of enterprise technology

- Experience in developing and/or supporting feature-benefit and cost-benefit analyses
- Demonstrates ability to tailor recommendations into actionable implementation plans
- Solid experience with Microsoft and other collaborative tools including Teams, SharePoint, Jira, etc.
Preferred Skills and Experience
- Experience supporting or leading within the Veterans Affairs Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plus
- SAFe certified or significant experience in SAFe or a SAFe transformation
- Jira experience
- Mural, Invision Freehand, or other visual remote collaboration tools
- Cameo Enterprise Architect experience
- Experience in Visio and PowerPoint
- Experience in the design of enterprise technology

Compensation Range (In compliance with Colorado’s Equal Pay for Equal Work Act for remote or positions located in CO)
$150,000 – $160,000
