Responsibilities

The successful candidate will be tasked with the following responsibilities. Note that this list will evolve over time.

  • Leading the creation or evolution of the EA function, including the coordination of an appropriately balanced pursuit of enterprise information systems, data, technical and solution architecture viewpoints, stakeholders, product owners and agile development teams.
  • Understanding, advocating, and supporting the enterprise’s business and IT strategies.
  • Leading the identification and analysis of enterprise business drivers to derive enterprise business, information, technical and solution architecture requirements; analyzing industry, technology, and market trends to determine their potential impacts on the enterprise.
  • Analyzing the current business and IT environment to detect critical deficiencies and recommend solutions for improvement.
  • Leading and facilitating the creation of governing principles to guide solution decision making for the enterprise.
  • Ensuring that the optimal governance structure and compliance activities (such as handling waivers) are associated with EA compliance.
  • Leading the development of an implementation plan for the EA, based on business requirements and IT strategies, overseeing EA implementation, ongoing EA refinement activities, and the documentation of all EA design and analysis work.
  • Consulting with program/project teams to fit solutions to architecture across all viewpoints.
  • Defining organizational requirements for the resources, structures, and cultural changes necessary to support the EA.
  • Promoting the EA process, outcomes, and results to the organization, including the enterprise’s IT and business leaders; this includes assessing (through appropriate metrics) and communicating the achievement and impact of the EA, as well as leading the development and execution of an EA communication and education plan.
  • Building/augmenting technology roadmaps and runways that align with higher organizational strategies and vision.
  • Managing and tracking technical data across products and teams for easy inquiry and in support of data calls.
  • Monitoring and interpreting technology memos/policies/directives from higher leadership and recommend approaches.

Qualifications

The successful candidate will possess the following experiences, expertise, and skills:

  • Bachelor’s degree in Engineering, Computer Science, Information Management Systems, Business Management or Administration, or related scientific/technical discipline.
  • 5 years of related experience.
  • Certifications in relevant technology plus 3-5 years of relevant experience or 5-7 years of additional relevant experience may be substituted for education.

Required Skills and Experience

  • Experience in at least two IT disciplines (such as technical cloud architecture, solution architecture, network management, application development, middleware design, information analysis, database management or operations management) in a heterogeneous environment or five years of experience in solution architecture, business analysis or business strategic planning.
  • Prior experience supporting Digital Government efforts supporting Cloud Strategies, Cloud Migration efforts (Azure/AWS), DevSecOps, and playing an influential role supporting digital transformation.
  • Demonstrated track record of leading high-performance teams toward the successful attainment of challenging goals.
  • Familiarity with Federal Civilian and Federal Health agencies, processes, enterprise architectures, and strategic directions.
  • Familiarity with Government Business Systems, COTS, GOTS, and Government Technology Platforms (e.g., ServiceNow, Office 365, SalesForce, etc.).
  • Solid understanding of Federal IT Governance, Enterprise Architectures (FedCiv, FedHealth), Federal Enterprise Architecture Framework (FEAF), IT Policies, Directives, Mandates, and Cybersecurity guidelines.
  • In-depth understanding of IT Service Management, Monitoring Solutions, Data/Solution Solutions, Cybersecurity Operations & Compliance, Business Continuity, and Disaster Recovery, Identity, and Access Management.
  • Understanding of FISMA, FedRamp, ATOs, etc.
  • Demonstrated technical management experience.
  • Well versed in DevSecOps culture, processes, measures, and tooling
  • Critical thinking and analysis.
  • Systems thinking.
  • Experience in the design of enterprise technology.
  • Experience in developing future state architecture.
  • Experience in researching and documenting as-is architectures.
  • Experience in facilitating IT change management and configuration management processes.
  • Experience in developing and / or supporting feature-benefit and cost-benefit analyses.
  • Mature written, oral, and visual communication with sensitivity to the perspectives, limitations, and needs of different audiences.
  • Ability to distill/optimize/simplify complex concepts, diagrams, and reports for consumption by different audiences.
  • Ability to tailor recommendations into actionable implementation plans.
  • Solid experience with Microsoft and other collaborative tools including Teams, SharePoint, Jira, etc.

Preferred Skills and Experience:

  • Experience supporting or leading within the Veterans Affair Office of Information Technology, Veterans Health Administration is a plus
  • Azure, CISSP, Agile, SAFe, PMP, ITIL, SCRUM or other Federal IT relevant certifications Preferred
  • Cameo Enterprise Architect experience

Compensation Range (In compliance with Colorado’s Equal Pay for Equal Work Act for remote or positions located in CO)
