ICF is a rapidly growing, entrepreneurial, multi-faceted consulting company, seeking a full-time Research and Evaluation Manager. This role will be part of a team working in support of CDC, NIH, SAMHSA, HRSA, private and nonprofit organizations, and/or state governments on a range of public health research and evaluation projects. Our portfolio of projects includes the design and implementation of applied research and evaluation studies, such as program/policy evaluations, performance monitoring, systematic literature reviews and landscape analyses, and treatment and cost effectiveness studies. Our projects also involve the analysis of primary and extant data to understand relationship, process, outcome, and impact.

A successful manager at ICF must be able to lead the research and evaluation projects from conceptualization to implementation of quantitative, qualitative, and mixed method study designs, to analysis and synthesis of findings from various sources and for a range of audiences. A solid grounding and experience in managing research and evaluation projects in the areas of public health, social science, or behavioral science is necessary. Experience in one or more of the following content areas is a plus: substance misuse, suicide prevention, adverse childhood experiences, school health, emergency preparedness and response, and/or health disparities elimination.

While this role can be 100% remote, sitting anywhere within the US, a hybrid employee for the Atlanta, GA office is preferred*

What you’ll be doing:

ICF’s Public Health Research and Evaluation Managers:

  • Manage research and evaluation activities from the design and implementation of research and evaluation plans as well as data collection instruments and protocols through data collection, analysis, and synthesis of findings
  • Lead teams in collecting primary data such as, conducting interviews, focus groups, or surveys (virtual and/or in-person depending on the requirements of the contract)
  • Oversee quantitative data cleaning, management, and analysis using statistical analysis software such as R, SPSS, SAS, or Stata and/or of qualitative data using software programs such as MAXQDA
  • Coordinate and manage the development of deliverables, such as reports (e.g., writing drafts of methods, approaches, and findings), presentations, summary briefs, and data visualizations (e.g., graphs, charts, infographics) to communicate study findings to professional and lay audiences
  • Provide oversight and management of the budget, subcontractors, and staff
  • Manage relationships with clients
  • Supervise and mentor staff for career growth and development
  • Contribute to business development

Mandatory Requirements:

  • Bachelor’s degree in public health, public policy, behavioral/social sciences, or related field plus 7+ years of applied social science research and evaluation experience with at least 3 years of management experience (equivalent experience would be a Masters degree and 5+ years of applied social science research and evaluation experience and at least 2 years of management experience)
  • 2+ years managing projects with demonstrated success adhering to project timelines, budgets, and quality standards
  • 2+ years experience designing protocols for and facilitating primary data collection through surveys, interviews, and/or focus groups
  • 2+ years experience synthesizing qualitative and quantitative information from a variety of sources
  • 5+ years experience with report writing and other technical writings (include writing samples)
  • 2+ years experience managing teams and complex tasks with little oversight or direction
  • 2+ years experience mentoring of junior team members
  • 5+ years experience with Microsoft Office software (i.e., Word, Excel, and PowerPoint) is essential

Desired Requirements:

  • Experience using data collection programs (e.g., SurveyMonkey) and statistical software (i.e., R, SPSS, SAS, Stata, MAXQDA) for data analysis
  • Experience in consulting or other similarly demanding environments
  • Experience conducting research or evaluation in partnership with health departments or community-based organizations
  • Experience securing secondary data from external databases and public sources
  • Experience communicating effectively with all levels of internal staff, as well as clients and their partners and constituents
  • Prior research, evaluation, and/or lived experience with communities experiencing health disparities
