Job Responsibilities:
- Manages proposal preparation to U.S. Federal Government RFPs, RFIs, RFQs, IDIQs, and task orders from receipt through submission.
- Develop proposals by assembling information including project objectives/outcomes/deliverables, proposal schedule, implementation, writing assignments for internal and external resources, methods, staffing, standards of performance, and evaluation.
- Writes, revises, and edits drafts including executive summaries, conclusions, and organization credentials.
- Determines proposal concept by identifying and clarifying opportunities and needs.
- Meets proposal deadline by establishing priorities and target dates for information gathering writing, review, and approval.
- Enters and monitors tracking data for multiple proposal status.
- Coordinates requirements with contributors, contributes proposal status information to gate reviews and team reviews, and transmits the proposals.
- Creates and coordinates data calls to be sent and received from teammates and partners.
- Submits solicitation amendments to proposal team and partners.
- Gathers proposal information by identifying sources of information.
- Coordinates submissions and collections
- Identifies and communicates risks associated with proposals.
- Prepares presentations by evaluating text and graphics.
- Maintains quality results by using templates, following proposal-writing standards including readability, consistency, and tone.
- Obtains approvals by reviewing proposals with key providers and project managers.
- Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate, and implements changes.
- Accomplishes organization goals by accepting ownership for accomplishing new and different requests.
- Attends strategy meetings.
- Provides updates to management on proposal submission status.
- Contributes to the creation and organization of multiple proposal management tools including the past performance library, the proposal boilerplate, and the master acronym list.
- Creates compliance matrices/crosswalks to ensure proposal compliance and when required by the proposal.
- Performs other tasks as required
Education/Required Skills:
- US Citizenship (Required)
- BS (Preferred), in English, Journalism, Liberal Arts, and/or 10 years of experience in lieu of a degree.
- Eight or more years more of experience responding to Government proposals
- Ability to manage multiple efforts at one time
- Prior experience with Federal Government proposal responses.
- Excellent written communication, coordination, and presentation skills
- Must be able to work independently to put together content into a compliant proposal.
- Expertise in full cycle proposal writing.
- Proficiency in the Microsoft Office Suite.
- Documentation and layout skills are required.
- Ability to work under pressure and meet deadlines as some overtime may be required.
