Responsibilities:

The position of Medical Economics Consultant reports to the Manager of Medical Economics & Business Process within Actuarial Analytics. This position is primarily responsible for developing large reporting layers, reports, executive decks, & enhanced metrics for our Total Cost Of Care (TCOC) revenue & expense review process. Additional responsibilities include meeting the business on actionability from insight by helping develop High Value Opportunities (HVO’s) that are in the millions of dollars in savings/revenue added & validating ongoing initiative savings methodology & accounting. Consultants have technical backgrounds & will create tools & reports that draw on disparate datasets and follow departmental infrastructure & practices in order to generate a complete picture of our medical expense & revenue trends for primarily Medicaid by member cohort & claim category through the use of industry-standard KPI. Consultants are expected to work with operational matrix partners to understand business processes in place to ensure reporting relevancy in addition to presenting findings to leadership in a clear & concise manner. Technology competencies include Azure Databricks, SAS, Python, MS SQL Server, Tableau, MS Power BI, Excel Data Models, or equivalent technologies.

Education/ Experience:

  • Bachelor’s Degree in Actuarial Science, Economics, Computer Science, IT, IS, or a related field strongly preferred OR equivalent combination of education and work experience will be considered.
  • 1 to 3 years experience working in Medical Informatics, Medical Economics, or related analytical positions at Managed Care Organizations.
  • Excellent communication skills
  • Understanding of enterprise approaches to either MS SQL Server & related RDBMS technologies or MS Azure & related cloud computing data lake solutions
  • Mastery of SQL
  • Experience creating mega reporting projects & associated infrastructure from master data layers to enhanced clinical metrics that drive action.

This job presents an opportunity for a successful candidate to have a direct influence on the improvement of national resiliency as climate change increases the severity of natural hazards.

Candidates must be a U.S. Citizen and be able to obtain a FEMA Badge, which includes a background investigation for a Public Trust position.

This position can be considered for hybrid for fully remote with up to 20% travel as needed.

Primary Responsibilities Include:

Provide technical and/or programmatic support to FEMA
mitigation programs nationwide.

Support Project Managers and Subject Matter Experts in the
execution of projects to successfully meet required scope,

schedule, and budget.

Lead discrete / major tasks within projects.
Provide direct support to clients and program stakeholders.
Collaborate with a team of climate scientists, planners,
design engineers, and asset management specialists to

deliver climate resilience projects.

Serve as a technical and/or programmatic resource in the
development of quality deliverables.

Minimum Qualifications

Bachelor’s degree in Civil, Environmental, or Mechanical Engineering or related discipline.

3 years of related experience.

Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

Equivalent additional directly related experience will be considered in lieu of a degree.

Preferred Qualifications

Previous experience with FEMA’s Hazard Mitigation Technical Assistance, Mitigation Planning, Risk MAP programs, and/or Building Science experience.

Understanding of climate resilient design, climate science, and intersections with hazard mitigation planning.

Understanding of how infrastructure, communities, and the environment are impacted by climate change.

Previous experience with other federal agencies to support national policy, or other government program development.

Ability to translate technical information to audiences with varying levels of understanding.

Excellent verbal and written communication, facilitation, and presentation skills (in person and virtually)

Excels in a team environment with a culture of open communication connection

Knowledge of FEMA’s Benefit Cost Analysis (BCA) Tool or other cost effectiveness approaches

Certified Floodplain Manager (CFM) certification.
